The City of Battle Creek owns three parking structures operated by a private firm
Hamblin Avenue Parking Ramp A five-story structure, approximately 165 ft x 290 ft, constructed in the mid-1980s.
Riverwalk/Jackson Street Parking Ramp A two-story structure, approximately 260 ft x 120 ft, constructed in the late 1980s.
Michigan Avenue Parking Ramp A five-story structure, approximately 160 ft x 290 ft, constructed in the mid-1990s.
The city completed some repairs and preventative maintenance in these structures in 2015 and 2016 before funding was diverted to other needs. In 2019, the city hired consultants to inspect the parking structures and develop a capital improvement plan (CIP) based on the most critical repair needs.
Based on those findings, in 2025 the city is using funding available through the American Rescue Plan Act (ARPA) to implement the most critical capital improvements.
Most of the specified work is located at the Hamblin Avenue and Jackson Street parking ramps, with only minor work at Michigan Avenue.
Once the 2025 repairs are complete, the city will assess what remains to prioritize for the next CIP budget.
