In 2024, the City of Battle Creek initiated an assessment project to consider future possibilities for the Beckley Road corridor, which runs along the road from M-66 to Capital Avenue SW.
The goal is to increase the economic vitality and attractiveness of this aging part of the city by adding housing, more opportunities for day and night uses, enhancing the natural environment, and improving mobility for cars, pedestrians, and public transit.
In October 2023, the city, along with Progressive Companies, the Lakeview District Development Authority, and the steering committee began developing a vision for the next chapter in this corridor’s history. The study, including a subsequent update of the LDDA development and Tax Increment Finance plans, was funded by state and local fiscal recovery funds provided by the Department of Treasury during the pandemic.
Following a series of public engagement sessions and surveys, the city distributed the Lakeview District Subplan for a 42-day comment period on March 5, 2025, and Progressive Companies presented the subplan and answered questions during two public presentations:

April 23, 2025 - Planning Commission meeting
This meeting of the Planning Commission included a public hearing for public comment regarding the proposed Lakeview District Subplan, prior to it being voted on by the Planning Commission and being sent onto the City Commission for their consideration.
April 7, 2025 - Remote Lakeview District Subplan presentation
Presenters from Progressive Companies shared a virtual presentation on the proposed Lakeview District Subplan, to allow for neighbors to learn more about the plan, and to give public comment and participate in a Q&A session.
